I came across this fascinating article of a Daniel Libeskind interview from The Double Negative. During a discussion on the Jewish Museum, it appears Libeskind believes

that no matter what is exhibited within the space the audience should be able to understand the buildings story in order to form their own understanding. Topics discussed: deconstructivism, Jewish Museum Berlin, Imperial War Museum North Manchester, World Trade Centre Masterplan.
